My right side air vent is also on all the ime. The lever opens & closes a damper behind the louvres. You can remove the Louvre with a needle-nose plier by grabbing and pulling straight out. Then you can see how the Louvre housing is snapped into place in the dash. When you pull it out, you should see where the on/off lever pivots to open/close the damper door. On mine, the pivot post was broken. A new housing is available from your MB dealer for $36.
